2008 Supplemental Rules

 

1.  Babe Ruth League, Inc./Cal Ripken League tournament rules, including those for substitutions, will be followed unless otherwise noted.

 

2.  The National Babe Ruth contact rule is in effect:  If a runner attempting to reach home plate intentionally and maliciously runs into a defensive player in the area of home plate, he will be called out on the play and ejected from he game.  The objective of this rule is to penalize the offensive team for crashing the defensive player, rather than trying to reach home plate.  Obviously, this is an umpire judgment call.”

 

3.  The National Babe Ruth Tournament pitching rules are in effect:  “No pitcher in the Cal Ripken (12 and under) tournament play shall be allowed to pitch in more than six innings in any two successive tournament games within the same tournament level.  Not pitcher in the 13 – 15 tournament play shall be allowed to pitch in more than seven innings in any two successive tournament games with the same tournament level.   In 16 – 18 tournament play, there are no written restrictions as to the use of pitchers.”

 

4.  An Extra Hitter may be used in the 10U division.  The Extra Hitter will not be used in any other division.

 

5.  Courtesy runner rule is in effect for pitcher and catcher.  With two outs, a courtesy runner is mandatory for the catcher.

 

6.  Home team is given on the schedule for pool play games.  Home team is to occupy the first base dugout.

 

7.  Highest seed is home team in semifinal games.  Home team in consolation and championship games is determined by coin toss.

 

8.  An umpire will conduct a coin toss to determine home team when rule 7 is in effect.

 

9.  Each team must present a completed line-up card prior to the game.  The original will be given to the official scorekeeper, the second copy to the home plate umpire, and the third copy to the manager of the opposing team.  You will receive lineup cards in your team packet.

 

10.  A ten (10) run mercy rule will be in effect for each game.

 

11.  Games will play through 6 innings in the 10U and 12U division, and 7 innings in the 13U and 15U division, unless the time limit is reached.  There will be a two hour time limit for each game, except as described below in rule 12.  No time limits for semifinals, championship, or consolation games.

12.  There will be no tie games, even if the two hour limit is reached.  If the game ends in a tie at the end of the innings limit or the time limit, extra innings will be played.  To start the extra inning, the visiting team will place the ninth batter (tenth with the EH for 10U) due up in the inning as a runner at second base.  To complete the extra inning, the home team will place the ninth batter (10th with the EH for 10U) as a runner at second base.  To complete any subsequent innings, the ninth batter (10th for the EH in 10U) will be placed at third base.  Each extra inning will be played until three outs are recorded.  Play continues until a winner is decided.

 

13.  In field warmups are allowed if time permits and the filed has been prepared.

 

14.  No practice is allowed on prepared fields.

 

15.  Pitchers will be allowed five (5) warm up pitches at the start of each defensive inning.  New pitchers will be allowed up to eight (8) pitches.

 

16.  Umpires will inform coaches of dead ball areas at the beginning of each game.

 

17.  Players ejected from the game may remain in the dugout, so long as their behavior is non-disruptive.  Coaches and spectators ejected must leave the complex.  Parties and/or the team manager involved in the ejection may be called upon to meet with the appeals committee or umpire in chief to determine continued participation or admission.

 

18.  If there is a tie based on total pool records, seeding after pool play will be based on the following factors in sequential order: (1) head to head record; (2) total defensive runs in pool play divided by total defensive innings; (3) total offensive runs in all pool games, and (4) coin toss.

 

19.  Incomplete games will be “suspended” due to weather or darkness, at the determination of the umpire.  The game will resume exactly where it was called and the original scorecard will continue to be used.  Suspended games will be played as rescheduled, and it is the manager’s responsibility to be informed of rescheduled times.  Managers must report th the clubhouse before leaving the field after a game is suspended.

 

20.  Should weather shorten the tournament, all trophies will be awarded based on current standings, and no refunds on admission or tournament fees will be given.

 

 

General

 

No parking signs are posted on Custer Avenue.  Violators may be ticketed.  Parking is allowed only on the paved are south of Custer Avenue.

 

The Ryan Exchange fields complex is bordered by a number of parcels of private property.  No trespassing is permitted and violators may be subject to prosecution.  Please respect our neighbor’s property rights by not climbing fences or waking through gates to retrieve baseballs.
